PROVENANCE-FIRST EVIDENCE WORKBENCH

Quill does not start with answers. It starts with receipts.

METHODOLOGY

What Makes Quill Different

Most platforms start with opinions.

Quill starts with the file.

You read the document as it exists - unfiltered, unpolished, sometimes uncomfortable. Then Quill can only help after it has evidence objects to cite:

https://www.govinfo.gov/help/crec and access policy
The immutable capture receipt cap_govinfo-crec-api_6db6275c1209 and checksum
5 exact-offset evidence spans
23 Atlas edges and 5 Sentinel risk findings

Quill does not publish a summary before the citations exist.
The evidence span is the durable primitive.

THE AGENT CONCEPT

Inside Quill, the source is not decoration.
It is the operating contract.

Every surface must disclose what is verified.

The deeper the implementation goes, the more proof it must expose:

Register sources before capture
Hash artifacts before parsing
Extract claims from evidence spans
Show Atlas and Sentinel ids only after export

This is not a finished archive.
It is the local shell for the first verified slice.

IMPLEMENTATION LANES

What This Shell Allows Today

FIELD OPERATIVE

Public contract view.

2 verified documents
Read the source registry boundary
See zero-state evidence metrics
Inspect owner-gated source families
Filter source candidates

For checking what the local surface can honestly claim.

RECOMMENDED
SPECIAL AGENT

Pipeline view.

5 evidence spans
Everything in Public View
Source registry status
Capture receipt requirements
Evidence-span requirements
Claim support requirements
Atlas and Sentinel boundaries

For building the next local source-registry phase without overstating readiness.

RESTRICTED
DIGITAL SOLDIER

Owner-gated boundary.

1 credentialed sources
PACER remains blocked
No paid records access
No sealed-record scraping
No redistribution decision
No credentialed archive publication
Owner approval required

For sources that require explicit legal, credential, and owner approval.

PURPOSE

Why Quill Exists

Because evidence work fails when a demo pretends to be a pipeline.

It needs source policies.

It needs checksums.

It needs quote offsets.

It needs risk findings before public claims.

Quill exists for people who:

Register source families before scraping
Treat capture receipts as document identity
Cite spans instead of whole documents
Downgrade claims when evidence is missing

This phase is not about readiness theater.
It is about claim discipline.

Quill is not ready because the page says so.

It is ready when the evidence path exists.
